on 0day.kiev.ua often files are uploaded to filesharing hostings, so not only ukrainian IP's can download from it (like upload.com.ua, shareua.com, fileshare.in.ua). but only moderators and vip have invitation codes there. you can try to find some moderators by nickname in icq and ask for code.

for "Акция до 30 июня – получи инвайт! (только для жителей Украины)" - don't believe them, i tried to get code same way but they didn't give me one.
